Technology decisions in a small business tend to get made by whoever is nearest the problem, at the moment the problem appears. That works until it doesn't: the server everyone forgot about fails, a licence renews at a number nobody budgeted for, and the software the whole company depends on turns out to have been unsupported for two years.

None of that is a competence failure. It is what happens when nobody's job description includes looking further out than this week. Larger organisations solve it with an IT director. For a business of ten or forty people, that salary is impossible to justify.
